Traffic Engineering Services, Inc. (TES) was founded by Gerald L. Wilcox, P.E. in 1986. The firm was established to provide quality traffic and transportation engineering services to both the public and private sectors. TES has performed services for clients throughout Ohio and on occasion in neighboring states. Because of the specialized nature of our services, many of our clients are other professionals who have selected TES as sub-consultants.
The goal of our company is to provide quality service that exceeds the expectations of our clients. These expectations include reasonable fees and being available to meet the needs of the client throughout the project. There are several aspects of our operation that help us meet this goal. They are having a limited scope, direct principal involvement, and utilizing technology.
The focus of the company is in the field of transportation engineering. This contributes to the quality service that is provided because our employees have a variety of technical experience within transportation engineering.
To provide quality service, the principal believes in direct principal involvement and takes an active role in all phases of our projects. This allows clients to benefit from the experience and expertise of the principal.
Our company is committed to utilizing the available technology to help our employees do their jobs efficiently. Knowing about what technology is available is important in this practice. Therefore, we encourage our staff to be active in professional organizations and to participate in relevant training opportunities.
We are pre-qualified with the Ohio Department of Transportation in the following services:

•Traffic Signal System Design
At our office in southern Delaware County just north of Columbus, we have 2800 SF, which includes both office and warehouse space, for our day-to-day operations. The office is located in the Green Meadows Commerce Center which is off Powell Rd. (SR 750). All computers in the office are networked and one of the machines serves as a file server where all digital files are stored.
We have all the industry standard software to complete our projects. Our most commonly used analysis software in our inventory includes, Synchro, SimTraffic, HCS 2000, and Wintass. In addition to our analysis software, spreadsheets have been created in-house as tools for use in computations. AutoCad has been the primary CADD software used in plan preparation since 1987. We also have Microstation which has been used in plan preparation.
For data collection, we have 32 state-of-the-art solid state traffic counters for tube counts and four count boards for performing turning movement counts. TES has a full size van that is supplied with all the tools and materials necessary for setting counters. To ensure accuracy, we have equipment to test the counters.
For arterial drive-throughs used in measuring speed and delay, we have an automated data collector which uses GPS to collect the data.
About the President, Gerald L. Wilcox
Mr. Wilcox has over three decades of experience in civil engineering with most of those years devoted to traffic engineering and transportation planning. His experience includes all phases of traffic engineering and transportation planning from data collection to long range comprehensive planning. Since forming the company in 1986, he has been president of Traffic Engineering Services, Inc. (TES)
As President and founder of Traffic Engineering Services, Inc., Mr. Wilcox has been actively involved in every project TES has done. This has included managing the firms larger projects. He has been responsible for the design of over 100 traffic signals, prepared dozens of traffic studies and has collected or supervised the collection of hundreds of traffic counts.
Prior to founding Traffic Engineering Services, Inc., Mr. Wilcox held a variety of positions in the public and private sectors. His experience in the public sector includes one year at the Mid Ohio Regional Planning Commission where he learned about the impact development has on traffic growth in the region. He also worked 10 years with the City of Columbus, Division of Traffic Engineering. Mr. Wilcox implemented access controls for developers as land was subdivided or zoned. Although no standards were in place at that time, significant progress was made in access control in the City of Columbus. He was also involved in long range transportation planning and worked with other public officials and citizens on planning and development related issues.
